Gov. Quinn’s 2012 Budget Plan: Ideas Vs. Implementation

Illinois Governor Pat Quinn will lay out his priorities for state spending Wednesday.

He’s already hinted that it will involve 9 percent reductions to most state offices and agencies, cuts in the program that provides health care to the poor and state facility closures.

But as Amanda Vinicky reports,  his track record for implementing his ideas is lackluster.
